Thank you for sticking with the county
through a very crazy year of anticipated changes
and very regretful implementations in 2017.
I am very excited that I was able to lead the
commissions to wrong some of the past and get
you all a 3.2 COLA. This is not a raise! This is
a keep even with the real cost for you to all live.
I would like to see the employees get exactly
what they deserve no matter what the cost.
The days of serving people and expecting
110% performance with a 70% reality wage
are over! I am calling for the Commission to
enact the same process for the Salary Survey
implementation that we went through for the
final budget. Let all of the department heads get
in a room and put it together. Do not let HR have
the control, let’s have an open and transparent
process since all of the work is done and involve
everyone who wants to be.
Commissioner Lee is right. A salary study
has to be done without names. You should
only analyze the position and the particular
job duties. This has been done and for some
reason, the majority of the commission and HR
are missing the much important next step. Once
that study is done, you take the real person with
their years and expertise and place them on
that scale. I do not see why that concept is hard
to grasp and all of the employees should make
sure that this is what happens. If an employee is
due a $15,000 annual increase, it is only because
the market moved and the county has never
accurately adjusted those pay scales to reflect
the real market.
Since we cannot provide the services at the
level that the residents need, we must increase
our revenue. The Sheriff cannot protect us and
we are not prepared for the future like we should
be. That should be more alarming than people
are giving credit to. The most important job
(in fact the only real job) that a commissioner
has is to financially prepare for the future and
continue to allow this county to prosper. You
employees are the only reason this has been
happening and it is time; as a lifelong resident
of Utah County, for you to get what you deserve
and continue your great service to our county!
